Countries built through multiculturalism and unified through civic nationalism can definitely be seen as a nation-state. I believe that multiculturalist nation-states should be proud of who they are.
Being a multiculturalist nation-state will definitely lessen the amount that people see the mother nation's culture. However, it is still such a great thing to achieve. It helps with the global status of a nation-state as well.
